Habitat Protection
Devil's Hollow and the surrounding canyon system provide habitat for a variety of native Hill Country wildlife, including the federally endangered Golden-cheeked Warbler. The steep limestone slopes, mature Ashe juniper and oak woodlands, and relatively undisturbed drainage corridors create the type of habitat this species depends upon for nesting and breeding.
The wastewater discharge would introduce a continuous flow of treated effluent into a drainage feature that is currently dry except during and shortly after rainfall events. This raises concerns about how this long-term change could affect vegetation, wildlife habitat, water quality, and ecological conditions within Devil's Hollow, including the impact on native tree root systems which may be subject to constant saturation (known as "root rot" or hydraulic drowning).
The destruction of this canopy constitutes a federal "Take" of endangered species habitat under Section 9 of the Endangered Species Act. We have been unable to locate the developer's Environmental Assessment or TCEQ filings that include formal Incidental Take Permit (ITP) and a coordinated Habitat Conservation Plan (HCP) specifically addressing the downstream hydrologic alterations to Devil's Hollow.
Karst Species and Groundwater Connections
Comal County's karst landscape supports numerous sensitive cave and groundwater-dependent species.
Peck’s Cave Amphipod (Stygobromus pecki) – An endangered, eyeless subterranean crustacean that lives exclusively in the water-filled voids of the Comal County karst aquifer.
Comal Springs Dryopid Beetle (Stygobarnus comalensis) – An endangered subterranean water beetle that lives in underground, air-filled karst voids just above the water table.
Comal Springs Riffle Beetle (Heterelmis comalensis) – An endangered aquatic beetle highly sensitive to nutrient pollution and drops in dissolved oxygen.
Sufficient study has not been conducted to determine whether nutrients, bacteria, or other constituents from the discharge could enter subsurface fractures and affect these environments.
The Cyanotoxin Threat to Regional Bat Populations
The introduction of 300,000 gpd of phosphorus-rich wastewater into our local watershed creates a direct mechanism for toxic algal proliferation downstream. Public health data from the CDC has directly attributed mass wildlife mortality events—including the sudden death of over 2,000 bats in a single location—to freshwater cyanobacterial blooms.
Because the millions of foraging bats from Bracken Cave actively skim our regional water surfaces to drink nightly, transforming our local coves into high-nutrient breeding grounds for Microcystin and Anatoxin-a poses an immediate, fatal threat to this globally significant conservation population.
Wildlife and Water Quality
Changes in nutrient levels can influence algae growth, dissolved oxygen, insects, amphibians, and other wildlife. No analysis has been performed to evaluate the long-term ecological effects of introducing continuous wastewater flows into a naturally intermittent drainage corridor.

Devils Hollow Nature Preserve is one of the most ecologically sensitive areas in the Canyon Lake region. Its steep canyon slopes, mature juniper‑oak woodlands, and quiet riparian corridors support endangered species, migratory birds, amphibians, and diverse insect life. As development increases around Mystic Shores, Devils Hollow remains one of the last intact wild spaces — a refuge for the Hill Country’s most vulnerable wildlife.
The Canyon Ranch wastewater permit threatens this fragile habitat. Treated effluent discharged upstream flows directly into Devils Hollow, introducing nutrients, pharmaceuticals, and chemical residues that can degrade habitat quality, disrupt food webs, and stress sensitive species. Protecting Devils Hollow is essential to preserving the wildlife that makes our community unique.
The golden‑cheeked warbler breeds in only one place on Earth: the Texas Hill Country — including Mystic Shores and Devils Hollow. As your community newsletter explained, “This small, shy bird breeds in a very small area of Hill Country that includes Mystic Shores.”
It is federally listed as endangered, and its numbers continue to decline.
The warbler depends on a very specific habitat: mature Ashe‑juniper and oak woodlands. It builds its nest using “strips of bark it takes from old growth junipers,” a detail highlighted in your newsletter. Young junipers are useless to the warbler — only old‑growth trees with peeling bark provide the nesting material it requires.
Devils Hollow contains precisely this mix of old juniper and oak. As development fragments habitat across the Hill Country, preserves like Devils Hollow become increasingly important for the warbler’s survival.
Wastewater discharge upstream of Devils Hollow can:
alter soil and water chemistry
stress oak‑juniper woodlands
reduce insect populations the warbler feeds on
degrade riparian habitat used during breeding season
For a species already fighting for survival, these added stressors are significant.
Just south of Mystic Shores lies Bracken Cave, home to 15–20 million Mexican free‑tailed bats — the largest bat colony on the planet. Their nightly feeding range extends across the Canyon Lake region, including Devils Hollow.
These bats consume over 100 tons of crop pests every night, providing enormous ecological and agricultural benefits to Texas. Their survival depends on healthy insect populations supported by intact riparian corridors and clean water.
Effluent entering Devils Hollow can:
reduce aquatic insect abundance
introduce contaminants that bioaccumulate in insects
alter riparian vegetation structure
degrade water quality that supports the broader food web
Because the Bracken Cave colony is globally significant, any regional stressor — including wastewater discharge — has far‑reaching ecological consequences.
Devils Hollow is one of the last remaining wild canyons in the Canyon Lake region. Its ecological value comes from:
mature juniper‑oak woodlands
shaded canyon slopes
spring‑fed channels
diverse insect life
amphibians, reptiles, and migratory birds
quiet, undisturbed habitat
Once degraded, this habitat cannot be easily restored. Old‑growth junipers take decades to mature. Riparian corridors take generations to recover. Wildlife displaced from Devils Hollow may never return.
Even highly treated wastewater contains nutrients and chemical residues that can harm sensitive ecosystems:
Nitrogen and phosphorus fuel algae growth
Algal blooms reduce oxygen
Low oxygen stresses fish, amphibians, and aquatic insects
Pharmaceuticals
Endocrine‑disrupting compounds
Personal‑care product residues
Synthetic organics
These substances can affect reproduction, development, and survival in wildlife.
